Borders Restrict Innovation Geographic boundaries no longer make sense for life in an increasingly hyper-connected world. As global connectivity continues at breakneck speed, the presence of artificial borders restricts innovation and business activity, whether it’s international money transfer, operating a business in multiple countries, or working with siloed geography-dependent intellectual property rules. ## II. Current Blockchain Solutions Lack Sovereign Legitimacy Blockchain solutions have attempted to overcome these synthetic borders but have remained constrained entirely to the virtual world without the legitimacy of sovereign and legal institutions underpinning them. ## III. Current Blockchain Solutions Lack Accountability Blockchain technology has simultaneously leveraged both anonymity and transparency, but its lack of legal accountability has stunted its transformative power. For example, current on-chain identities can not be used to open a bank account and go through the KYC process, or for democratic voting in government elections, or for credit-based loans. ## IV. RNS Solves These Problems RNS is the world’s first blockchain-native digital residency platform, bridging the privacy and security of Web3 identity with the capabilities and validity of global sovereignties. RNS’s mission is to usher in a global and borderless world and support the new generation of global digital existence. # RNS Platform ## I. Digital Residency Platform The RNS platform provides accessible digital residency for all individuals around the world through our sovereign partnership. Digital residency grants a government-issued ID from a sovereign nation. Our sovereign nation partner is The Republic of Palau. Application to digital residency is available to anyone. Once your application passes KYC and is accepted, you will be provided a government-issued ID, in two forms: as a physical ID card that is shipped to your address, and LDID (Existing Jurisdiction) on chain. The RNS ID is a legally recognized and government-issued form of identification and can be used for any ID requirement. ## II. Identity On Chain The RNS digital residency provides an identity card in two forms: (1) as a physical identity card shipped to your address and (2) as a LDID (Existing Jurisdiction) on chain The LDID (Existing Jurisdiction), which is end-to-end encrypted, enables individuals to have control over their data and identity exposure. The LDID can also be used as an identity verification certificate for digital services requiring legal ID verification. We are currently working with many online platforms (such as one of the world’s largest crypto exchanges) to accept our LDID as a KYC certificate. The LDID, which is a decentralized ID document, allows individuals to validate their control of the identity by signing a string from the wallet that contains the RNS ID. The decentralized ID framework includes end-to-end cryptographic encryption, Zero Knowledge Proofs (ZKPs), and other digital techniques for protecting privacy. ## III. RNS ID Properties The RNS ID has the following properties: * ID Number - ABC1234A * Issue Date - 1/1/22 * Expiration Date - 1/1/23 * Jurisdiction - Palau * IsRevoked - True/False * IsRevokedURL (returns true or false) * VerificationURL * Only for authorized clients and the individual must have verification enabled * PublicURL (Profile Page) Optional information that can be included which provides ability to confirm age or gender related checks without providing Personal Identifiable Information (PII): * IssueAge - Age at issue of ID * BirthGender - Male, Female The individual gets to choose what identity information and properties they want to share via the verification link; the shared RNS ID properties can be verified without revealing an individual’s identity. ## IV. RNS Platform Privacy The decentralized ID framework includes end-to-end cryptographic encryption, Zero Knowledge Proofs (ZKPs), and other digital techniques for protecting privacy. It ensures that no one, except the digital residency holder (not even the RNS platform or partnered governments) can access their own secured data. ZKPs provide an opportunity to verify holder’s information without disclosing it. The application of ZKPs include, but are not limited to the following cases: * Democratizing vote verification (ZKPs can give reliable voting counts, preventing leakage of personal data) * Securing personal data authentication (e.g. age verification without revealing details) * Sending private blockchain transactions * Secure messaging ## V. Republic of Palau **Palau - RNS’s Sovereign Partner** In December 2021, the government of Palau (encompassing the House of Delegates, the Senate, and the office of President Surangel S. Whipps, Jr.) passed the Digital Residency Act and signed a contract to exclusively allow RNS to provide digital residency for Palau. Benefits of Palau, RNS’s partner, include: * Low tax rate - 0% individual tax rate on income * Access to US Markets via Compact of Free Association * USD based currency * Stable low risk environment * Physical addresses have a US Zip Code # Utility of RNS ## I. Utility Overview The RNS ID **brings together three transformative innovations**: * on-chain legal ID * digital residency * geography-agnostic governance RNS leverages the versatility of all three innovations, which will be developed via our roadmap. ## II. **Utility of** On-Chain Legal ID Bringing legal identity directly on chain unlocks a multitude of applications, such as: * Identification / background checks * DAO governance (one person one vote) * Purchasing insurance plans * Credit-based loans * Real-world democratic voting * Age verification * Opening banking or brokerage accounts * Services requiring legal identification * Services requiring KYC ## III. Digital Residency Roadmap The following solutions are planned for digital residents, and will be introduced step by step: * Palau address with a US zip code (letters only, no package shipments) * Utility - Adopt a Meter Program (connected to your Palau address) * Digital signature/certificate * Get a Palau phone number * Registering e-Corporations (C-corp/LLC/DAO/Trust/etc.) * Digital banking * Purchase insurance * Digital notarization and apostille * Internet services, purchasing a private network (VPN) in Palau With digital residency, individuals from around the world have the opportunity to access digital government services, and the solutions available will expand over time as the program grows. ## IV. **Utility of** Geography-Agnostic Governance The power of geography-agnostic governance allows global services to overcome the limitations of location-dependent requirements, which is further enabled by the inter-connectivity of the digital world. These are envisioned and subject to government final legislation, approval, and RNS availability. # LDID Protocol ## Overview RNS LDID protocol consists of the RNS registry hosted at , a smart contract (LDID) in a person's wallet, and a validator looking to validate an LDID. RNS LDID allows authenticates to verify identities and ensure compliance in seconds with RNS API. Our ID verification API reduces churn by streamlining the minutes-long KYC process to a single click. It’s designed to be simple and secure for integration with exchanges and banks. ### Process Overview 1. Lookup LDID internal ID by docid, internal\_guid or wallet. See with tag `kyc` 2. Call /api/v2/kyc/l1/{internal\_guid}/ for L1 verification as an authenticated user 3. Check the output to see if ID is validated ### Scope This online verification service, for the purpose of verifying the identity of an individual, employs KYC process that may include, but are not limited to the following: 1. **Identity Verification** a. Provider shall verify the identity information provided by the User, such as name, date of birth, date of expiration of identity documents etc. b. Provider shall verify the authenticity of the User's government-issued identity document. 2. **Known Face Search** Provider shall compare the User's face to a database of known faces to detect and prevent criminals and terrorists. 3. **AML Screening** Determination of a natural person's presence or non-presence on global sanctions lists, PEP lists, watchlists, blacklists, or adverse media (OFAC, UN, HMT, EU, DFT, etc). 4. **Ongoing AML Monitoring** Daily re-check of the customer database against AML watchlists (sanctions, PEPs, adverse media, etc). 5. **Document Monitoring** Daily re-check of the validity of identity documents previously submitted by a given user, based on their expiry date. This includes sending automated requests for replacements if documents expire. Once Document Monitoring is initiated, ongoing monitoring is included for ten years. By Palau's Constitution, only Palauans may hold citizenship. #### **Does this allow me to fly into Palau like a passport?** One still needs to bring their passport. Being able to stay in Palau beyond the initial trip varies largely by the person’s citizenship. Some, like US citizens, can stay for 1 year.
