Palau Mailing is provided by Pacific Mail Hub (PMH), a third-party RNS.ID partner. RNS.ID facilitates the subscription and displays available status information; PMH operates onboarding, mailbox assignment, mail handling, and forwarding.
The current Palau Mailing application includes document submission, USPS Form 1583, and a video-notary appointment before service activation.

What to prepare
- an active Palau ID in your RNS.ID account;
- your current home address;
- a file showing the active Palau ID;
- one supported Secondary Address ID showing the same home address;
- a completed and signed PS Form 1583, following the link and instructions provided during PMH onboarding;
- a device that can upload the required files;
- a camera and microphone for the video-notary appointment;
- access to the email used for the PMH application.
Supported address evidence
The current PMH information shown by RNS.ID lists these Secondary Address ID options:
- a U.S. state, territory, or tribal driver’s or nondriver’s identification card;
- a current lease or rental agreement;
- a home or vehicle insurance policy;
- a mortgage or deed of trust;
- a vehicle registration card; or
- a voter card.
The name and home address entered in the application should match the supporting document. PMH determines whether a submission is sufficient and may request a correction.
File requirements
PMH currently requests three named uploads:
- the Palau ID image in JPG, JPEG, or PNG format;
- one Secondary Address ID image in JPG, JPEG, or PNG format; and
- the completed and signed PS Form 1583 as a clear PDF.
Each file can be up to 10 MB. Rename the files with the applicant’s first and last name before uploading. Current examples include Jane_Doe_Palau_Residency_ID.jpg, Jane_Doe_Address_ID.jpg, and Jane_Doe_1583_App_Form.pdf.
Use complete, legible files without cropped names, dates, or address fields. PMH operates the external upload page, so its current on-screen requirements control if they differ from an older guide.
PS Form 1583 is a required document in PMH’s current onboarding flow. Follow PMH’s link and instructions to complete and sign it, check every field, and upload the clear PDF using the required file name.
Do not sign with a nickname. If the form and your supporting documents do not match, ask PMH how to correct the discrepancy before signing or submitting.
Online video notarization
After reviewing and signing the form, schedule the required video meeting. PMH sends the meeting link and instructions to the email used for the application. Have the documents specified in those instructions available, and ask PMH to clarify any document or appointment requirements before the meeting.
The notary or PMH should not ask for your RNS.ID password, two-factor code, wallet recovery phrase, or private key.
